Requirements
OUS - Proficiency Admissions Standards** 
Required = will be required for admission to OUS institutions beginning in fall 2005
Beginning 
September 1997
3 years of second language, applied arts, or fine arts with a D- or demonstrate proficiency; speaking, reading, writing. PASS recommends Benchmark IV.  This would allow for sequential transition to Benchmark V college entrance requirements in year (2004-2005) 2 years study in high school, or 3 years with at least 1 HS, or demonstrated proficiency; speaking, reading, writing of Intermediate-Low (Benchmark IV).  Grade must be at least  C-.  Districts who achieve Benchmark III by 10th grade will be on track to meet Benchmark IV, in 12th grade in year ending 2003.
School Year 2004-2005 3 years of second language, applied arts, or fine arts and demonstrate proficiency as above.  (Level determined by district). High School Graduation Requirement - Two years study and proficiency (Benchmark IV); speaking, reading, writing at level determined by local district.

** = In Second Languages, proficiency is measured in terms of benchmark levels. The benchmarks are based on nationally recognized standards established by the American Council on the Teaching of Foreign Languages. Benchmark Level IV is an intermediate-low level of language proficiency.
